RVJ Institute is the first nonprofit research institute dedicated to performing research studies and analysis, and storing and publishing of electromagnetic spectrum knowledge to ensure Freedom of Action in the EMS for the U.S. DoD.

Milford, New Hampshire [15 February 2021] – The RVJ Institute for studies in the electromagnetic spectrum has been stood up. Named in honor of one of the most prolific engineers who is considered by many the father of electronic warfare (EW), Reginald Victor Jones, the institute will drive studies in everything EW and electromagnetic spectrum operations (EMSO).

“At a time when our military has added cyberspace as the fifth domain of operations, a combination of lack of knowledge and general oversight has left a critical gap in our nation’s defense,” explained Melinda Tourangeau, Executive Director of the RVJ Institute. “A center of excellence for research to help ensure our nation’s ability to operate freely in the electromagnetic spectrum – one that spans all five domains – has had no place to call home until now.”

Honoring the Father of Electronic Warfare
It was Dr. Reginald Victor Jones who, in 1940, learned that the Germans had created a device that directed Luftwaffe aircraft to bomb targets in England. He responded by developing new capabilities that resulted in what became known as the “Battle of the Beams” and saved countless Allied lives. Following up on his remarkable advances during the war, Jones went on to a more than 30-year career teaching at the University of Aberdeen to spread knowledge so that others could continue development and expand the knowledge base. Inspired by RVJ – and to honor his contributions – this new nonprofit research institute will continue to advance our understanding of and operations in the electromagnetic spectrum.

Three Pillars
The Institute is being built upon three critical pillars: a knowledge hub for research, a cadre of experts to call upon, and development of new research papers.

  • RVJ Knowledge Hub
    A fully searchable RVJ Knowledge Hub will be developed using the DoDs Cloud Impact Levels (IL) and made available to eligible subscribers across the DoD, industry & academia for reach back into prior studies, articles, papers and other sources of knowledge in EMS from industry, academia, and government sources.
  • RVJ Cadre of Experts
    A group of individuals make up the RVJ Cadre of Experts and they will be available to call upon to answer questions, review your studies or development, or to perform original research. The cadre will be chosen from the global EMS world and will represent a vast array of skills and knowledge. Requests for time from members of the cadre will be through donations and sponsorship to the Institute.
  • RVJ Research Papers
    The same cadre of experts will conduct new research to be published by the Institute (or in concert with other organizations as needed). Such studies will focus on academic questions spawned from a conceptual framework as opposed to thoughts on current events; the overarching goal is to advance our nation’s EMS capabilities.

Unclassified & Classified Knowledge
In Phase I of the development of the RVJ Institute, all information will be non-classified. However, part of Phase II will be to expand the Institute’s service and capabilities to work with classified materials.

RVJ Institute is a registered nonprofit organization in the State of New Hampshire and has applied for status as a 501(c)(3) public charity.
