RVJ Institute’s Knowledge Hub is bringing critical EMSO-related research into a single place in the cloud, making it available for the entire EMS Enterprise. As a result, advancements within research and development, acquisition, budget analysis, training and education, and strategic/operational/tactical doctrine and TTP development and/or analysis can begin immediately and with greater productivity, simultaneously reducing duplication of efforts and reducing project start-up time.
AI-Powered EMSO Research
The Institute’s Knowledge Hub is powered by infoIQ™, Applied Info Partners’ modern search engine driven by state-of-the-art machine learning (ML) algorithms. The sophisticated algorithms are designed to record and learn from user’s preferences and repeated search criteria, making suggestions for relevant sources as well as the sought-after topics. These searches will be quick and thorough, combing through the private cloud with integrity and reliability. In the Institute’s second stage of Knowledge Hub development, a classified section will also be available to cleared personnel.
Why the EMSO Digital Knowledge Hub is So Important
Locating prior EMSO-related reports and studies within the defense community has historically been the largest challenge. When EMSO studies were done in the past 20 years, finding the right data, information, prior art and reports, and studies/results was the most time-consuming aspect of the entire project. Furthermore, once the right authority was found who had the data, convincing them to produce the data was difficult, and the EMSO study team often had to walk away without the data. The EMSO-related study was usually completed with heavy assumptions being made to compensate for the missing data. The U.S. and the DoD can no longer afford to ignore data or make do with incomplete data.
The Knowledge Hub Is Backed by a Lifetime of EMSO Experience
The executive staff of RVJ Institute is well-familiar with the challenges of garnering critical sources, studies, and reports to establish accurate baselines. Having co-authored over 70% of the USAF EW and other EMSO studies produced since 1970, the staff is well-versed in finding report owners, collaborating with them to obtain rare but critical reports. The Institute is fully committed to taking these challenges head on to obtain this critically needed data.
Data Strategy Alignment
The Institute’s Knowledge Hub aligns with the DoD’s recent efforts to better harness and collate data for the purposes of research, analysis, and decision support. The Knowledge Hub is completely aligned with the 2020 DoD Data Strategy, which states that data must be, “high quality, accurate, complete, timely, protected, and trustworthy.”
The 2020 DoD Data Strategy goals state that data should be:
- Visible – Consumers can locate the needed data
- Accessible – Consumers can retrieve the data
- Understandable – Consumers can find descriptions of data to recognize the content, context, and applicability
- Linked – Consumers can exploit complementary data elements through innate relationships
- Trustworthy – Consumers can be confident in all aspects of data for decision-making
- Interoperable – Consumers and producers have a common representation and comprehension of data
- Secure – Consumers know that data is protected from unauthorized use and manipulation
