Welcome to the RVJ Institute
The RVJ Institute is a 501 (c ) (3) not-for-profit center of excellence dedicated to advancing the art and science of EMSO. We are passionately dedicated to looking at ways to dynamically share spectrum and improve spectrum access. We advocate for Live, Virtual, Constructive technologies to enable realistic training and testing to protect our nation. We recognize that the EMS will become a resource with highly diminished capacity, and we are stood up to help solve this problem for our nation and our world.
The RVJ Institute is a Center of Excellence
Fundamentally, Centers of Excellence possess five functional characteristics
The RVJ Institute models itself on the proven successful features of world-class centers of excellence. It fosters collaborative learning by bringing together world-class experts to discuss challenges within the conceptual framework of EMS Superiority. It maintains a deep understanding of the EMS as an operating domain, empowering its members to conceive critical open standards needed to accommodate the many users of the EMS. RVJ Institute recognizes the vital need to innovate quickly to meet demands for Joint All Domain Command and Control, which is made possible by freedom of action within the EMS. RVJ Institute is the only organization of its kind set up to conceive a conceptual framework for EMS Superiority. The Institute’s most important mission is achieving a culture for operations within the EMS that raises awareness of the opportunities, dependencies, and the vulnerabilities of operating within the EMS.

About Dr. Reginald Victor Jones
R.V. Jones saved thousands of lives by developing spectrum dominance capabilities in the electromagnetic environment. The raison d’être of the RVJ Institute, while honoring his inventive leadership, is to set in motion an organization that continually expands —and protects— our capabilities and operations in the EMS.
In 1940, Dr. Reginald Victor Jones learned that the Germans had created a device that directed aircraft to bomb targets in England. As head of the British Air Ministry Scientific Intelligence Directorate, it fell to him to find a way to block it. Thus began what was to become known as the “Battle of the Beams,” as the Royal Air Force began its ELINT campaign. Now considered by many as “the father of electronic warfare,” Jones realized the importance of systems to control access to and use of the electromagnetic environment. Therefore, following the close of the war, he began a more than thirty-year career teaching at the University of Aberdeen where he spread knowledge so that others could expand the knowledge base.
