Why do we need electromagnetic spectrum knowledge?
The Problem
Historically, Think Tanks, FFRDCs, SETAs and UARCs have been retained to perform studies in EW and EMSO. These studies were done to answer a specific question in time and then forgotten. They were not collated and preserved, nor were their conclusions linked in any way. As a result, EMSO enterprise knowledge is fractured, disparate, and incomplete.
